Retreat logic oddity

This might be a bug with the retreat rules logic ?
I'm playing Soviet vs another human player online. It's a frost turn. The other player has 2 infantry units in Novosil, immediately north of the town of Orel (where he has one infantry) which is connected by a road/rail.
They are all in good supply. I attack with a bunch of Soviet armor in Novosil - the 2 Axis infantry units are forced to retreat but they go south *not* to the town of Orel but to Bolkhov, a unroaded forest space immediately to the west of Orel. Novosil has southern borders with both. Proximity to Axis supply for Orel an Bolkhov is exactly the same. In frost, the town of Orel has better defense than the forest - I think the retreat rules in the manual indicate that both Axis infantry units should have retreated to Orel?
