Allied Reinforcements

I looked but didn't find this so excuse if ignorant:
Why can't I use the allied reinforcements that are a lighter green in tile color to cross the Muese? I just played a game where I had the German player bottled up two sections short of the river, and lost because I couldn't get help to the troops that had stopped the advance. There was nothing between them. The darker green units could cross and help but most of the reinforcements sat there and could move only Along the north and west side of the Muese, which did little good. The guy won with like 52vps on 12/24. The reinforcement units never were allowed to cross.
