Towns in defense

For the moment, I'm assuming this is just ignorance, rather than a bug. Is this still the right forum in which to post? Seems like maybe a "Rules Questions" forum would be appropriate.

In a game playing as the Allies, an Axis armor unit attacked by armor unit in Malmedy. On the map, it looks like Malmedy has a town in it, but in the combat results screen, the only defensive bonus that shows up is the forest. As I said, I'm probably just missing a subtlety of the rules, but I'm not sure what that would be. Can anyone offer the explanation?

My understanding is that you only receive a combat bonus from towns that are in regions under your control, not in regions that are controlled by your opponent.

That might be it?

I think I found it. The rules say:
The total reduction may not exceed 1 hit if the defender has a total combat strength in the space of 2 or less
At first, I thought that mean the total reduction from towns or cities, but it think now that it means the total reduction from all sources. So, since my unit only had two strength, at could only use one point of "cover." So, it used the point from the forest, and thus couldn't use the point from the town.
