Penal legion

Why are penal legion so bad?
I would have expected them to be Nopurchase, but otherwise fairly similar to Steel Legion (maybe with some lower Def). I would also think the Fearless trait would be appropriate: they are high on frenzon, equipped with explosive collars and/or plenty motivated by a bunch of Commissars.
Such a change would give them some personality and purpose.

Part of the problem is that units are limited by both cost and unit slots. The thing is each unit takes up exactly the same number of slots - a fantastic titan and a penal unit take up the same army space; the only dividing point is unit cost.
Thus you can't bulk up on the cheap costed stuff; which would be what you'd do with something like them. Instead of one or two super-units you'd go for a couple of cheaper ones.
It's an interesting point and consideration if the game could include two levels of choice and add in a tiered design to unit limits in games where you get to choose your forces; however I suspect such a change would be very complex and also tricky to put into the game at this point in its life-span (since its a pretty major change to the games current core structure and balance).

Yeah, would have been interesting if there were separate core slots for vehicles, infantry, tanks etc, at least on some maps. Would be much more apparent how effective each unit is, and you wouldn't have to use almost exclusively infantry in multiplayer and almost exclusively vehicles in campaign...

Aye and it would also increase the amount of variety in what we can use. At present with very fixed values the only element is cost; which means that anything which isn't top-rated is basically discounted outside of pre-designed maps.
I'd even welcome the change if just in a random-map skirmish mode or multiplayer - and thus not part of the campaign/premade scenario .

My suggestion was to make them Nopurchase. For many of those reasons.
