Commanders and Double Moves

Another question from yesterday's game.

A unit with a commander can make a second move in the maneuever phase as long as its more than 6" from the enemy etc...

Can a commander who is not currently with a unit make a second move as long as he meets the same criteria?

We decided yes, but would like to know if thats legit or not, as combined with the joint action moves they could really zip around the battlefield.

Thanks. Is there a reference for this in the rules? I could only find the second moves rule with respect to a battle group with a commander, not a solo commander.

BG's or BL's with a commander and commancers on their own.....

Only main use for this for commanders on their won is sometiems racing backwards to catch a rounting BG to rally it - have done it once in all games so far.
