more OB abilities (ex: Rally)

A couple thoughts:
"Famous General" allows refresh of any other ability in 2 less rounds. Has 3 round refresh.
"Intelligence": scouts tile anywhere on board + adjacent tiles. Refresh 3.
"Fanatic Defender" specified tile provides +50 morale for rest of game. Refresh 2
Also want to figure out something that reflects bore-sighting of AT guns and heavy MGs...
