Is there a way to use BA2's Editor VP plug-in to setup a scenario where x number of VP flags must be taken AND HELD until the last turn?

I don't think so. You would need to script that. You could tweak the plugin variables (using SetScriptGlobal) to increase the number you need to hold each time you take one.
