Checking list requirements: T&T, page: 14-15

Hi, just looking at the German States list in T&T, page 14-15. Looking the 2nd and 3rd bullet points on page 14. It implies if no gendarmes/maa's are selected you can ignore the 8-32 requirement on page 15...
Is this correct please?

The 3rd bullet reads, "Minima marked * only apply if any Gendarmes or more than six men-at-arms with mixed equipment are fielded".
So, you can have up to six "men-at-arms with mixed equipment" without triggering the minimum of 4 Gendarmes and the minimum of 8 Gendarmes and/or Men-at-Arms.

Thanks, that was my thoughts just wanted to check... In the process of painting a 25mm army for this list and didn't want to get to the end to find I have to have some gendarmes/maa...
