[REQ] rev976 [AI] Skirmishing behavior

HI Dan, I know you said in the past that the AI wasn't going to be better than FOGVB, but it needs some real help...

I was playing Vernuel, the AI controlling the English. The AI advanced longbowmen into range but did not shoot. It then did everything it could to get its longbowmen into melee combat ( ie impact charging as soon as possible)

This is not a bug.

AI routines will get more work as soon as we're finishing with releasing the game.
