_[NAB] rev976 [Rules] Frag shock-able BGs can not charge

Fragged shock troops are not allowed to charge at all. IN FOGVB they could ( I cant recall if they needed to test to do so though...)
This is not a bug.
FoG(U) charge test rule: "// GAMEPLAY RULE - [Combat][Charge]: [non-shock-able] fragmented [or severely disordered] BGs can not charge any enemy BG". The [non-shock-able] and [or severely disordered] parts were removed as per RBS's advice regarding the FoG TT rules.
