Black Hole Generator usage - how?

I've created a few in my Cities but they never show up in Operations and I've obviously never been able to use one because I don't know how
What am I missing?

Apologies if the answer is obvious but I can't find an answer anywhere. :oops:

They take 16 turns to charge up. So if you are not seeing the operation available yet, they apparently have not been built more than 16 turns ago.
Otherwise, once they eventually show up, you use them exactly the same like any other operation.

I had assumed they'd be available straight away on completion THEN wait 16 turns to re-charge.

Because the damage radius is bigger. If you black hole a tile with your own units next to it you will also kill your own folks or waste your own land when using it in defense.
