If a BG is inside a Forest or Village - 'Troops inside can only shoot in 1 rank'

If I am in 2 ranks, I take this to mean only the front rank can fire? Rather than you can only shoot if your BG is in 1 rank?

For support shooting, can the second rank shoot or not?
