In the tutorial campaign, you generate requisition as you battle. In Act I, after three missions I still haven't generated requisition so I can't repair my units or purchase new ones. Is this as designed? In other words, because I chose Counter-Attack as my first mission (capture the Ork), now I get no more requisition? Perhaps this changed with the patch?

On an unrelated note, later in Act II or III, can I convert/upgrade my Steel Legion infantry into Blood Angel Infantry? Can I carry the experience of a Steel Legion inf over to a Blood Angel inf?

More likely it is because you generate too much loses on your squads so the automatically reinforce eats up all your requisition points.
You can't upgrade from one faction unit to a unit belonging to a different faction. So no, you can't upgrade from Steel Legion Infantry to Blood Angel Infantry.

You are in general scarce on requistion in few act 1 scenarios.

Later everything will be OK if you keep your core cost and repairs reasonable.
