Amphibious cap

The allies do not seem to reset the amphibious invasion cap every turn. Playing the AI, I keep seeing increasing penalties for invasion, as if all of the landings were on the same turn. Is it based on when the transports were launched, or when they try to land?

Section 4.3 in the manual explains the formula limits and costs for transports and amphibious invasions.

You have two different costs. One, is for the number of transports at Sea. They can be transports and/or Amphibious types that affect this cost. The costs double if the transport starts the turn in a Rough sea hex. Transports in ports do not count against this limit. Two, Amphibious Invasion limits are seperate from transport costs. The penalties are sever for over limit use. Depending upon the Major Power, the invasion limits will regenerate to full capacity.

USA will regenerate 1 invasion point every turn. UK is 1 invasion point every two turns.

Italy, Germany, Russia will take 3 turns to regenerate 1 invasion point.

Invasion limits only apply to invasion hexes that are enemy owned before the invasion takes place. Any landings onto friendly hexes do not count against the invasion limit.
