How does los with the shrubs in between the tiles work? Because I know infantry can see through but I am confused because a enemy was behind it and my sherman 2 tiles away could shoot it but not the one directly in front only the shrub in between them same for the sherman 2 tiles away.

Do you mean the hedges which run along the edges of the tiles? Or normal bushes/trees? Armour cannot generally see into cover, even when adjacent. Units can only see past hedges when they are adjacent to them.

Yes the hedges its confusing because my sherman was 2 tiles away could shoot enemy behind hedge but another one that was adjacent to the hedges couldn't. So my question is where does armor need to be to be able to shoot through because sometimes it does and sometimes it can't?

Without being able to see the specific setup it is hard to say. Perhaps the other sherman had its LOS blocked by another object? Generally if a unit can see the enemy they can shoot at one another.
