Strange weapon stats and balance.

As a tabletop 40K player i noticed some strange things while looking at some of the stats for weapons.
Heavy bolter 1: 30 strength, 0% AP, 4 ROF.
Heavy bolter 2: 40 strength, 0% AP, 3 ROF.
Storm bolter: 30 strength, 0% AP, 2 ROF.
Shoota/Bolter:35 strength, 25% AP, 2 ROF.
I found it strange that both versions of the heavy bolter have no armor piercing value compared to the shoota and bolter which have 25% AP values when in the tabletop game the heavy bolter has 4 AP, the bolter has 5, and the shoota has 6 (lower is better). This means shoota boys can do damage to lemon Russ tanks which is impossible in the lore of 40K. Also storm bolters are worse than bolters when they have the same exact stats in the tabletop game. I'm wondering if this is for balance or maybe if the bolter and shoota weapon actually represent all of the weapons in a tactical squad/ork squad like missile and rokkit launchers they would carry.
