Glory/requisition suggestion

I've finally managed to get to grips with the REQUISITION system:
It has more in common with TT 40k points limit than it does PC prestige.
The pro side: you don't have to min-max everything in every single scenario; you can actually just play, have fun, lose some units, and still have a viable army at the start of the next scenario. Lost XP from casualties is a limiting factor, but still, it's not such a shoehorn as in PC.
The con side: it doesn't really matter what you do with your army. As long as you keep your key units loss-free and hi-XP, you essentially redesign your army between ever mission, regardless of losses. That doesn't feel very grim-dark ONLY WAR to me.
Would not a compromise be better? Your GLORY score seems to accumulate, so what about a formula that alters scenario requisition points according to your Glory score? It needn't be a huge factor; even a small impact would make it feel like you're more in charge of the overall size and power of your force.
