Sometimes I can't move and shoot with a unit in the same turn. I don't really understand when, maybe when I turn my back to the enemy ?

Are you sure that there isn't something in between you and the enemy that blocks your view (such as a building)? The only other thing i could think of is that you may be out of range.

Have you ever considered a career as an Imperial Commissar? As I understand it, they regularly try and shoot their own men.
