In a pbem I'm playing, Stalingrad has been cutted out in the Soviets winter offensive. The city is in orange, but the troops there are out of supply. I think it is a bug, because untill the city is in red it is supposed to give supply. Or maybe not and even in orange they do not provide supply??

What could have happened was that the Stalingrad intrinsic strength was initially at 1 when your opponent made his turn. Then the unit becomes out of supply. At the start of your turn the intrinsic strength is increased by 1 to 2. That means the hex is shown as orange and not red. At the end of your turn the supply is recalculated and the unit will again be in supply.

So I think it's a timing issue and not a bug.
