Bug: No Orbial Tests force Penelty on Direct Asscent Lander

There is no Earth Orbital Program for the 4 Man Russian Direct Ascent Landing ship. It tells you that your going to take a huge hit on reliability because you did not do any Earth Orbital Tests but there is not Earth Orbital series to run.
