30YW Spanish veteran infantry

Hello, I was wondering why the spanish "late" army can field veteran or elite later tercios but not veteran or elite P&S regiments, as in FOGR. By this age, spanish regiments were of the same size as contemporaries. This leads to a smaller number of units in the army as you have to pay more for your veteran ones, and finally have less veteran units than, say, a German or swedish one.

Because at battles such as Nordlingen and Rocroi, the Spanish battalions were still significantly larger than the Swedish/German/French ones.

I agree in Nordlingen, although there are different opinions for Rocroi. Why then veteran regular P&S regiments were allowed in FOGR?

FOGR is on a different representational scale (one FOGR 6 base unit = 1500 men = several battalions, not 1 battalion as in Pike and Shot), so not directly comparable.
They will certainly get them when we move later in the century.
