Free French?

I am playing my first 3.1 as the Allies. I have not invaded French North Africa. When and where can I expect the Free French to show up? It is currently May 1943.
The Free French will show up in November 1942 if the French Armistice was rejected. If the French Armistice was accepted then the Free French forces will activate when Vichy France is activated (DOW'ed by either the Allies or Axis).
So if you keep Vichy France neutral then you don't get the Free French forces.
