Is it possible to play any newly created scenario in multiplayer? They don show in the multiplayer games list...

No. This is not how you should deal with custom MP scenarios

Assuming you have created them in the My Documents/My Games/PIKEANDSHOT/Multiplayer folder your campaign should show up in the challenge list as usual. You need not (indeed you should not) change the manifest.txt file. You do however have to list any campaigns in the CAMPAIGNS.TXT file in your campaign folder. Each mission you want to include should be listed in the form

[filename_without_extension]

e.g.

[MyMission]
