Command system suggestion for MP games

It has been debated before about the issue of generals being depicted as units in the game. The design team decided not to include them for the difficulty of the AI handling them. Well, here are some suggestions:
1- Have those units available for multiplayer games only. The AI problem is not there anymore.
2- Have an abstract command and control system similar to this one: in the buy units screen prior to deployment there could be a chance to buy a better command structure, lets say no points to have a normal command structure (just as now), X points to have a superior command structure and Y points to have an elite one. A superior or elite rating could give you better chances to have units rallied, the option to change deployment position for one or some units after seeing the enemy deployment, the chance to do a flank march in a non flank march skirmish, the ability to see some of the enemy deployment before doing your own, better resilience to moral drops... in summary, paying for better command could give you some advantages.
In fact, not only command units could be added to multiplayer games, but things such as rear support (not implemented from the same reason of AI limitations).
