I am playing the US scenario via steam edition.

I have completed every earth probe mission: normal and extended; and even though i got the award and the announcement, i cannot start any lunar probe missions because it says i need to complete the earth satellite objective first.

I am in the same situation, bought from Steam and now done all earth satellite missions and still cannot start development of lunar probes.
