reliability carryover

During the beta phase, we suggested that reliability carryover from existing programmes should be visible. That is, when you're deciding which rocket, capsule, etc to develop, you should see the reliability it'd start at. This was implemented for rockets, but not for capsules or probes.
Now in version 1.000, the rockets just say "3.0%" no matter what, then once you open it up, you see it's 65% or whatever.
Initial reliability should be visible, for rockets, capsules and probes. This might mean a slight change in interface for capsules and probes, since currently you open up individual rockets, but you open up the Mercury programme or Sputnik programme. Perhaps a mouseover could help, not sure.
We definitely need to see this stuff, since historically there was a big difference between an entirely new rocket/capsule/probe, and one which was a development of a previous one.
