Can anyone help me to explain the exact effect of the "Handicap" option in Multi-player game?

I've never tested it myself, but I just looked it up in the manual, and this is all I could find (on page 33):

"By moving the handicap slider you can give a 25%, 50% or 100% bonus to prestige and experience to any of the two sides. This can be useful to make certain unbalanced (historical) scenarios more evenly matched."

The slider has three positions to the left and to the right of the center position, so I guess moving the slider towards a player will give him/her these bonuses.

Where is the handicap feature in the Mac version of Panzer Corps??
