Bug in Skirmish creation?

When I try to change the point total in the advanced screen of skirmish scenarios, the totals values move together and only one way DOWN.
so for example in a scenario the attacker point total is 1400 and the defender 700. I try to raise the defender point total clicking on the > button on the defender line - BOTH totals decrease to say 1325 and 650. The exact numbers are just made up. BUT the effect is such that if I keep clicking on either < or > they eventually go to zero.
