If we already purchased BA2 for PC, do we have to purchase it again for the iPad? Or is there some method/code by which I might be able to get a copy for the iPad without having to buy it again? What if I bought BA2 on Steam?

YES!!!!! . It includes the four campaigns from the PC version right?
What about co-op ? Not that I need it.

Unfortunately they must be purchased separately due to Apple rules.

The iPad version has all of the content and functionality from the PC version (other than not having an editor).
