Battle academy ipad campaign pack

I recently purchased a new ipad after retiring an older model. I successfully downloaded the battle academy app, but the in-app purchase of the campaign pack was not recognized and apple wants $29 more for something i already own. Help.

Using the same apple account as the one you brought it with
Buy the campaign pack, it won't charge you since you already purchased the campaign pack it will ask to redownload the pack

I bought the app for $9.99 and thought that gave me everything. Now the in-app purchase is asking for $19.99 for everything. Is it $19.99 for everything or $9.99 PLUS $19.99?

The app includes 3 campaigns. Each DLC pack is another campaign, and the 'give me everything' megapack includes all 6 DLC campaigns. So the 'everything' option will be an additional $19.99
