ACHTUNG! Soviet Spys have stolen all the AP ammo

So I would like to lodge a complain. I feel that this game's AP system is flawed. I been playing Near Disaster and had a 88 bounce off the armor of a BT-7. Excuse but the 88 found its use as a means to cut up the heavy British tanks. I understand that this is a magical 88 that can shoot down planes from the inside of buildings and has very short range but still. I feel that a near miss should be enough to cause light damage to the lightly armored Soviet tanks.
The German 37mm gun in any form should also be murdering the soviet light tanks. I like how it suffers against the T-34 and the KV laughs it off but I am getting not getting the results I expect from it IMPACTS on the lights.
Lets explore the poor excuse that is claiming to be the Axis 20mm in more detail.
Now the Soviet get a anti-tank rifle which has killed my PZ-1 though the frontal armor enough but my PZ-1 can not even engage a BT-7. In Near Disaster tried to engage the BT-10 near the tank traps in the village. I used the Pz-1 and the scout car. This was 2 20mm vs a 45mm cannon. It should have been something of a fair fight. But no it was not to be. The 20mm shell, wider than the thickness of the BT armor, had a 0% chance of pinning BT. Meanwhile the BT owned the ground infront of it and took on all comers. Really? Also why can't the 20mm Axis weapons used on light tanks. From Wikipedia:

Finnish 37 mm antitank guns and even 20 mm antitank rifles easily penetrated the T-26's thin anti-bullet armour, and tank units equipped with the T-26 suffered significant losses during the breakthrough of the Mannerheim Line.
I understand RNG but there are limits and currently the stock game is blowing my mind on them.
