Gemini EOR & Saturn C3

So, I ran through the whole campaign, aiming for the Gemini EOR mission type, and found it very enjoyable. Given that it was just added within the last few days, I was also pleased by the amount of artwork that was available.
I didn't make use of the Saturn C3, as it doesn't currently offer any advantages over the Saturn iB, and it doesn't appear fully integrated yet.
For some missions (ie. Gemini lander test in LEO, Gemini lander and heat shield test in MEO) I was forced to develop and use the Saturn 5, which I think must be wrong. I would assume that for heavier requirements, the Saturn C3 will be stepping in, such that we do not have to develop Saturn 5's to complete the Gemini EOR route?
Also, the Saturn C3 starts at 3% reliability, and the rest of the stats appear to be exact duplicates of the Saturn iB, which makes sense if these are filler values until real values can be worked out for a future patch.
