I set some of my mission control staff to get training. So I set continuous Training to 100%. I put them to train since 1965.Now I'm in 1976.And they still training!

That's because the maximum achievable level is 98%. In any case, that's poor UI design from me, so I'll change the code in order to prevent the player setting a target greater than 98%.
