Does the "fighting-in-line" Commander quality bonus apply to cohesion tests or just combat rolls?

Both, but only for the BG he is fighting with.

General's Re-rolls only apply to melee dice, not Cohesion or Complex Move Test dice

A commander in the front line improves the quality level of the troops for the dice rolled for fighting the combat.
He does not change the quality level of the troops for cohesion tests. He will count as with the unit and thereby give them a +.
Note: A general has to be with the unit to assist a unit which is in close combat.

Yes, what Phil said is (regretably) correct. My post meant that 'whatever effect a general has' only affects the unit he is with if he is fighting in the front rank.
At other times a general in LOC will be able to affect the roll of a BG he is within range of, whereas this stops when in the front rank.

So to make it 100% clear:
A general joins a 4 base superior unit cavalry BG to fight in melee with equal POAs. Roll 4 dice and theey come down as 4, 2, 1, 3. The 4 is a hit, the 3 a miss. The 1 is a reroll even without the general. But the general is fighting so they also reroll the 2.
All is in vain and we lose 3-1 so need a cohesion test and a base loss test. The cohesion we roll a 2 and a 1. The base loss we roll a 1. The base loss dice is never re-rolled so we lose a base. For the CHT, we reroll the 1 but not the 2 - the general fighting does not affect CHT re-rolls. Let's say we re-roll that 1 as a 6. So 2+6 = 8. We mave two minuses (1 hit per two bases plus lost by two or more) but we have a general with the BG so +1. A net 7, so we pass the test.
So you do get a morale benefit of the general being there, just not the double benefit of re-rolling 2s - if you did, it would make superiors with generals way too good.

Sorry Graham, but this is only 97.3% clear.
To make it 100% clear, a second BG, normally within command range of the general surprisingly rolls EXACTLY the same dice. This results in 1 less hit (the 2 misses, and the General does not affect the roll). The BG also loses a cohesion level as the General (although in range) cannot affect the cohesion as he is fighting in the front rank, which reduces his range to zero... affecting the BG he is with ONLY.

Thanks, I was referring to a commander fighting in the front line and therefore risking death.
So to sum up, in that situation, the troops he is fighting with do not get quality re-rolls for cohesion tests resulting from the combat, apart from any they would already get for being Sup/Elite.
They do, however, get the normal +1 in the cohesion roll for having a Commander with them.
