How these attributes are calculate?
I assume there is a relationship with HE_Effectiveness, HEAttack, etc., but is there a formula?

They are not subject to a specific formula (that I know of). There may have been one in the main XLS to help but I think it then gets tweaked by hand. Iain or Louis will need to give more details.
