Seems to be something wrong with that option, there are currently 3 choices, none, split and all.

It appears that none and all give the same result a predefined selection of units. While split appears to be correct, with some predefined units and others that you can buy.

I would guess that for none or all (depending on the way you interpret it) you should be able to "buy" all units without predefined ones.

It may be that the selections of unit you are getting (depending upon the year) are such that you can afford all of them, in which case the game just makes them all selected.

Can you give a specific set up where you are seeing this.

I have tried several settings, including default years and forces.

Have also tested in EAP 0.2.0 that I still have, in there when you choose the all option you can buy all units, not a single one is preselected.
