- Random Research OFF means you get just a small steady progress so you can know how long a new tech will take.

- Random research ON means the small steady progress is somewhat smaller but instead you can get small or large breakthroughs that happen randomly and give you a sudden large boost towards the next level.

In rare circumstances, a major breakthrough can swing you from 0% to 100% in one turn but that is if the tech is low diffulty and if you have a lot of labs in the same area. Another interesting point is, the more you spend in same tech the more you waste since a breakthrough does not carry on to the next level. So say you have 5 labs in an area and 70% progress in a tech and hit major breakthrough. The 70% is turned to 100% and start from 0% on next level and a whole lot of research was wasted. It might have shown in the example that just 2 labs were necessary to jump from 70 to 100 so having many labs in same area makes them slightly less effective and works a a penalty for overspending or exploiting a certain powerful tech.
