European orders will be shipped from the European warehouse in Germany , so you shouldn't be charged for any custom fees.

I bought the game from Matrix Games so don't have that issue. That said I suspect even if bought through Steam you could launch the game outside of steam.

The downoload you'll receive doesn't require Steam or any offline/online DRM.
