Bug/Annoyance - Gemini Manned Pre-requisites

Hi Guys,
Why are the Pre-requisites for a Manned Orbital mission in Gemini -
Unmanned Sub-orbital
Manned Sub-orbital
Unmanned Orbital
Historically two Gemini Missions were launched prior to Gemini 3 with Gus and John Young.
Gemini 1 was an Unmanned Orbital flight that was intentionally destroyed on Re-entry, and
Gemini 2 was a Sub-orbital flight to test the heat shield.
While it could be argued that both an Unmanned Sub- and Orbital flight should be a pre-requisite,
a Manned Sub-Orbital Gemini Flight was never flown and should NOT be a pre-requisite.
For the purposes of the game, I think that an Unmanned Sub-orbital Mission is sufficient for a
pre-requisite as it is likely I will launch another unmanned Orbital mission just to get my hardware
reliability up anyhow, but it "might" punish the player too much if they are racing a deadline and
want to push a mission to meet a Goal.
My thoughts anyhow.
