Possible minimap display bug

Windows 8.1 (64bits),
Playing Steam v1.23,
Unmoded,
Scenario Grand Campaign 44 West Nijmegen,
Manstein difficulty

I noticed that some hexs that have a German flag at scenario start, are actually displayed in green (instead or grey) on the minimap.
I have circled some of them in red to highlight the issue, but it seems to apply to all initially German controlled hexs.
They look OK on the strat map though. If I send a German unit in one of those hex then the minimap correctly display them in grey.
Unless I get something wrong this looks like a bug.

the minimap display some German controlled hexs as allied!

Can't open the savegame.

@Mods: Vanilla version can't open Steam replays.
Neither can it open Steam savegames, although i installed both GC44.

Please fix.

Hi Delta66, very nicely spotted.

If I remember correctly, this issue was reported during the beta test, and the explanation given was that this is actually by design, and the incorrect map display was taken for granted. So probably this is designed to stop purchasing and placing units around these flags to avoid cheating, and possibly to prevent the AI from getting confused and attacking these far-off flags instead of the more important targets.

But it looks a bit strange, that's for sure.

Note that this issue appears in the three GC 44 west Netherland scenarios, Arnhem, Nijmegen, Eindhoven.
