Do disrupted Spear & Pike count steady for impact & close combat purposes ?

I don't think Disrupted = Steady no.
Generally the factors for spear and pike say they count as long as not Fragmented, so disrupted is ok.
BUT factors for other troops FACING spear and pike are only blocked if STEADY, (not disrupted)
Quite clever

No, Andy is correct. DISR spear/pike keep their factors BUT lose 1 dice in 3 for combat.
Their opponents MAY get a factor because their opponent isn't steady. For examples, lances don't count in impact against spear/pike if they're steady, but do count if they're DISR or FRAG. Similarly for swords & hvy chariots vs spear/pike in melee.

Also note that Sp/Pk that are disordered, or severely disordered, don't count as steady.

This is one of the key interactions in the game. To have a chance, bow swordmen types need the incoming pike or spear to be disrupted by shooting prior to the charge. This causes the loss of 1 dice in 3, but it also enables the swordsmen to count in the melee phase. Loss of a rank from bow shooting also helps a lot.
