Is the AI meant to be able to place units around its fortress even if its still cut-off , my fault moved away and when I looked again the AI had expanded out and had 4 new units even though it was still cut-off.

all fortresses still have supply caches, and can lass out for a long time in this time period tbh, like any town or city even

they cannot place unit on your hex.
but they can place unit on their hex even it being cut-off.

so control all hex around the fort/city to completely cut off.
