[SUGGESTION-MSN-GOALS] - First woman in space

Pretty self-explanatory: Add a first woman in space goal in the same way it was in BARIS. I was pretty certain that this was suggested before, but now I checked the suggestions in Asana and the forumss and can't find it 
- Have a decision starting 1960 to enlist female cosmonauts/astronauts. This should not be regular recruitment - the player should just receive them without choosing from a pool. Also stats should be pretty randomized (these could not have been recruited from vast groups like military pilots).
- Upon female recruitment, the morale of all other astronauts/comsonauts in the program should drop by a small number (gender-shock, as historiclaly the soviet military pilots were skeptical of the whole idea).
- Each mission with female astronauts/cosmonauts should have a small additional cost (to simulate the need for separate space suits - the soviets had some issues with this and it was one of the reasons why the all-female voskhod flight was cancelled).
- Perhaps add an additional "female crew" goal given for launching an all-female 2 or 3 person manned mission. The USSR was planning to do it with Voskhod 5, but it was cancelled as were all other Voskhod flights at that time.

I'll add it to the backlog, maybe we can sneak it in before release
