I can't remember that I have ever been attacked by my opponents with artillery - one of my preferred tactics to reduce enemy forces to rubble. Did anyone else make the same observation?

They can use artillery but they rarely will build them.
If you'd like them to build more artillery and test how it works out for them, you can mod them to do it.
Actually... before I describe how to do it, I will quickly do it myself.

Extract the file to:
c:\Users\<USERNAME>\AppData\Roaming\Proxy Studios\Pandora\Data\
If the Data-Subdirectory does not exist which it won't when you haven't installed any mods, you'll have to create it first.

I have increased the Strategy score of Artillery-Weapons by +0.3 over their normal values. This should make the AI create more Artillery-weapons than usual.
Other than that the Mod is based on my Improved AI-Mod.

I noticed that in this version of the Mod there also is increased AI-agression-levels. I hope those don't provide too much of an additional problem. ^^
