It appears Equipment purchases and Facility builds/upgrades debit the "Current Funds" while Salaries and Facility Maintenance are taken from the "Quarterly Budget". If my understanding is correct then Current Funds are really Capital Funds and Quarterly Budget is Operating Funds or Operating Budget.

Indeed. The number displayed in the second row at the bottom bar is the 'Current budget per season' minus the 'Total expenditure', with 'Total expenditure' being the sum of the salaries from all three personnel groups + the maintenance costs for the buildings.
