Suggestion: Increase the territory with severe weather

I've played CeaW a lot now and I'm making a mod with Happycat. What usually happens is that when the Russian steamroller starts then it takes just over 1 year until the Russians get to Berlin. This is partly due to the fact that the Russians manage to kick the Germans out of the original Russian border during e. g. the Spring / Summer of 1943 and when the Winter strikes it won't affect the units at all. E. g. it's possible to have full movement in Finland and Poland during the severe weather period. I think this is not historical at all and it makes Germany fall too quickly when things go badly. In the real war the Russians had to take some breaks in their offensive, especially during the Spring and Fall mud periods.

I would therefore suggest to add the countries that will be affected by severe weather to be the following:
* Russia (as before)
* Estonia
* Latvia
* Lithuania
* Poland
* Eastern Prussia (if it's possible to distinguish German territory)
* Finland
* Sweden
* Norway
* Romania
* Hungary (maybe)
* Bulgaria (maybe)

I think this can be achieved without altering any game mechanics. The best thing would be to have a flag in the editor that would say if a country can be affected by severe weather or not.

I think that severe weather effects should also affect western countries as well because the Winter affected movement in these countries. You can drop the efficiency equally in these countries. If you e. g. look at the photos from the Battle of the Bulge in December 1944 you see that the Germans attacked during snow through the Ardennes. The Allied air superiority was hampered during the snow period and it was only until the clear weather came back they could bombard the German armor and stop the offensive. So weather had effect upon combat even in the west.

I think that with Winter movement weather effects then you will see the Sitzkrieg in CeaW as well. That means the Germans wait to attack Holland and Belgium until the Spring mud ended. in CeaW it's normal to see the Germans attack Holland during the November 1939 and go into Belgium un December / January.

I also think the severe weather should start around October / November and no later than December. Then it should last about 6 turns. This would make some quiet periods when there is Winter or Mud. This should also be in countries like Italy and Spain. Only north Africa should not have any weather effects at all.
