Can units be built in cut-off cities with only 3 supply?

Can units be built in cut-off cities with only 3 supply? I'm assuming not, also that partisans can't spawn in that hex, if enemy controlled?

Hi
You can build units only in cities that are connected with your Capital; if the city is cut-off you can not build new unit there.
For the question about Partisans I don't know for sure, but I think Partisan spawn everywhere, if it is a city the spawning chance is increased

I thought partisans could only spawn in hexes not controlled by the original owner?

yes, they spawn only in empy hexes controlled by the enemy; the only nation that not spawn partisans (in my experience) are Netherlands, Belgium, Norway, Denmark, Egypt

Not seen any Finnish or Romanian ones yet in my games, unfortunately, though think it's possible for the former at least, and both (I think) have empty hexes still controlled by the USSR. Is the chance of a partisan appearing higher the more eligible hexes there are?

Finnish partisans appear, but I've seen them only in the AAR's...
Romanian probably too, but usually Romania is lost quite fast so there are not many turn for making a partisan spawn.
Chance of partisan appear are greater for the major Nation; and greater in city or rough terrain....chance of a partisan appearing higher the more eligible hexes there are? mmmmh.... yes, meaning that an hexe have a probability (I think 4/1000 but not sure), so, more hexes are occupied more probability that that 4/1000 probability becomes real and so the partisan will spawn (this is why in Russia you met a lot of partisan).
