Impact by the first order on artillery?

This would be actually more a debate, than a question. (I hope!)

At the beginning of a scenario you gave for the first time an order to your artillery (in this case, Nebelwerfer) and had to wait for 3 turns. (some time 2 turns!)

By air support I can understand (even in this case its a question for me!), but for an artillery-support which is connected by wire or radio and should be ready at the START of an attack, why am I waiting for 2 or turns?

In reality it took time to get the message to the guns, set the co-ordinates and prepare the barrage. Different nationalities had better integrated communications meaning the delay is lower.
