AI suggestion: activate by squads or groups

Great game guys!
As we get to DLC scenarios, challenge takes the form of larger rather than more intense battles. The playing time (especially combined with save/restore problems) prohibits busy users from finishing games. This is a suggestion to make battles more challenging battles without necessarily increasing the population or size of maps.
Currently, individual AI units "activate" when you get within a certain range of them. If predesignated "squadrons" of units activated on contact instead, then this would give scenario designers an interesting and powerful tool for choreographing player challenge without increasing scenario length.
Experienced players also abuse the AI habit of attacking only the nearest unit, but I imagine that any deterministic targeting algorithm will inevitably be abused, so I'm not sure there's as much to be gained by changing targeting.
