I just got a new PC with Windows 8.1. I have all of the Panzer Corps games and their discs. None of them work on my 8.1.

I have spent hours trying all the tricks I know and nothing works,

My current plan is to send you the 16 digit codes off my DVD's (which should agree with your records as I bought them from you directly) and ask that you provide me a link to download these that will run on 8.1. Is that a viable plan? Where can I send the codes or do your records confirm I've bought all of them?

You can always write an email to support[at]slitherine.co.uk and describe your situation. Provide as many data about your purchase as you can to make it easier to identify it. Your serial numbers should be enough but everything more about the transaction you remember like f.e. data of purchase, purchase method used and so on speed the process up.

Tho as far i know your discs should be working on windows 8.1. Of course a disc can break but it's pretty unlikely that it happened to all of your Panzer Corps DVD's at same time. Have you tried reading another discs in your new PC? Maybe there is a general problem with your drive? If other discs are working on the new PC then obviously it's not the case but you may be still able to help yourself. If you have access to another PC with a DVD drive and the discs are readable there you can always just copy the data from the discs onto an external hard drive or an USB stick (copy the content of each discs into own folder) and install the game on your new PC from there.

Another possible way, if you are using Steam, would be to redeem your PC steam keys and install the game over Steam. See this thread for information about it. Obviously if you don't want to bother with Steam you don't have to.

As said, if you mail support with your order info they will happily provide you with download links to directly grab the installers.
